Tube of choice, I am using the beautiful artwork of Misticheskaya

which can be purchased from Pics For Design

Wordart (save from bottom of page)

Filters - Muras Meister - copies

open blank canvas 700 x 700 

element 9, resize 50,

effects - muras meister, copies - encircle

change number to 7, shift x & y to 45

dropshadow 2,4,50,9,black

element 6, resize 30

repeat muras but change shift x & y to 55

rotate left 20

d/s

element 31, resize 20

repeat muras

d/s 

element 21, resize 20

repeat muras, but angle to -29

rotate right 20

d/s

element 10, resize 20

repeat muras, change shift x & y to 60

rotate left 10

d/s

Frame 3, resize 55

magic wand, feather 0, click inside the frame

expand by 5

then on each muras layer, hit delete once

deselect

element 30, resize 50,

position between the muras layers to your liking

erase any that is showing inside the frame

I placed mine top right 

element 48, resize 30, adjust, sharpness, sharpen more

again position within the muras layers to your liking

I duplicated mine a couple of times and randomly placed them

once you are happy with your placement, d/s your frame

merge visible

paper 15, apply mask, merge group

move slightly up and left, duplicate

move slightly down and right

merge down

duplicate, mirror

paste tube, resize as necessary

position to your liking within the frame

duplicate, layers - arrange - bring to top

now erase the bottom half of your top tube

go back to the bottom tube and erase

the bottom part that is showing under the frame

d/s the bottom tube

at this point you can add any other elements you wish

paste wordart

There is an extra set of numbers if you want to put the year on your tag

if not just delete the extra numbers

add your name, license and copyright information

merge visible

crop and save as png

floodfill white

c/p paper 13, apply mask, merge group

Dont forget to dropshadow as you go 2,5,40,10,black

element 55, resize 85, move it up and left a little
element 7, resize 50, position bottom left of frame
element 22, resize 90, position next to the bottle
element 29, resize 30, position bottom right of frame, slightly overlapping gold cone
element 39, position in front of previous elements
element 35, resize 40, position behind crown to the right slightly
c/p NYKTag position bottom right of tag, rotate left 5
element 56, resize 40, position behind NYKTag

c/p tube just above mask layer, position so face is in the middle of the frame
erase any tube that is outside of the frame, change blend mode to luminance
duplicate, adjust blur, gaussian blur 6, change blend mode to screen
lower opacity to 62 on both tube layers

make crown layer active, paste tube again, resize to fit
(60 if using the same as me and mirror)
position to the right of the tag
erase any showing below the NYKTag.

add name, copyright and license information
delete white background layer
merge visible
crop and save as png

preset shapes tool

rectangle, line width 10, foreground color white

draw out a small square in the middle of the canvas

convert to raster

c/p cluster as new layer

resize 50

position bottom left of frame

text tool

The Queen, size 72, color white

type out "new"

convert to raster, position top left

of frame/cluster

type out "year"

convert to raster, position bottom right

corner of frame

merge the two words together

select all, float, defloat, 

expand by 3

new raster layer, floodfill with gold glitter

deselect

drag below white layer

add your favourite bevel to the white words

and the frame

dropshadow the glitter words, the frame and the cluster

c/p tube as new layer

resize and position inside frame

dropshadow

add name, copyright and license information

merge visible

crop and save as png

c/p paper 23 as new layer

resize by 70

apply mask

merge group

duplicate

image, mirror & flip

move down a bit

c/p cluster 3 as new layer

resize by 60

erase as much of the frame as you can

you dont have to be exact as we are going to cover

any bits left

c/p gold frame

resize by 60

position under cluster and to the right a little

duplicate

move down and to the left so its showing under the

cluster at the bottom

c/p black flower

resize by 20

position at the bottom, covering any frame that is left

d/s

c/p glitter ball

resize 20

position under the black flower but to the right a little

d/s

c/p "im ready for 2018" layer of WA 2018

position along bottom of tag

Make cluster active

c/p tube as new layer

resize to fit

erase any that is showing at the bottom of your tag

and make sure that part of the tube is covering any

frame that is left showing on the cluster

c/p gold sparkles

resize 60

duplicate 

rotate, mirror, flip both layers

until you have them positioned to your liking

adjust, sharpeness, sharpen more, twice on both layers

d/s

reposition anything you wish now

add name, copyright and license information

delete white bg layer

merge visible

save as png

To Make The Avatar

Open blank canvas 200 x 200

copy your finished tag

paste as new layer on avatar canvas

position so some of the cluster is showing

c/p large "2018" from WA 2018

paste as new layer

resize to fit

new raster layer

select all

floodfill with a gold color

contract selection by 2

hit delete on keyboard

deselect

add noise, 100% gaussian, monochrome

add name

merge all flatten

save as jpg

copy and paste cluster as new layer

(I have included two in the supplies, use whichever you prefer)

copy and paste frame as new layer

drag below cluster

rotate left 11

copy and paste tube as new layer

resize as necessary

position to your liking

erase any parts that are showing outside of 

frame on the left

your tube should now look like its coming out from

between the frame and the cluster

dropshadow frame and tube 4,6,44,8,black

copy and paste wordart as new layer

resize and position to your liking

dropshadow

make background layer active

copy and paste paper as new layer

apply mask

merge group

duplicate and merge down

add your name, copyright and license information

delete white background layer

crop and save as png
